The first bill, sponsored by Councilmember Pierina Sanchez, focuses on changing inspections related to plumbing and gas piping to facilitate emergency repair work. The second bill, sponsored by Councilmember Farah Louis, would mandate annual steam radiator inspections in apartments or building common areas where children under the age of six reside.
The tragic incident involving the death of Binyomin Zachariah in January prompted the need for stricter regulations. The infant was found unconscious in a room filled with steam in his Midwood home and later pronounced dead at Maimonides Medical Center. An investigation pointed to a faulty radiator as the cause, which led to the introduction of these bills to prevent similar incidents in the future.
In a similar incident in 2016, two young sisters died in the Bronx due to a malfunctioning radiator valve, highlighting the urgent need for better oversight and maintenance of these heating systems. The City Council’s debate on the proposed bills is scheduled for 10 a.m., underscoring the importance of these regulations to protect the safety of residents, especially young children, in New York City apartments.
